I think it's always been read only for the general users. I edited the user permissions and think I have the topics in announcements available for reply now.

I need a user or two to reply to this thread so we can see if permissions have changed?

Ok, I think it is fixed to where all registered user can reply to anything in the announcement forum. Please someone give it a try on a couple of the announcement threads and let us know.
